China’s Energy Strategy and Policies

About speaker:

Dr. Zhou Fuqiu graduated from Energy Science & Engineering College of Harbin Institute of Technology in 1994, and got his Ph.D in thermal energy engineering. He once worked for the Beijing Huaneng Simulation Technology Co. affiliated to the Huaneng Group as a software engineer, and participated in development of coal-fired power plant simulation systems. He joined the Energy Research Institute (ERI ) of National Development and Reform Commission in 1996. Since then he has been engaging in energy Economics and low carbon development strategy and policy, energy conservation and environment protection industry economics, energy system analysis and optimization, energy saving and emission reduction investment and financing mechanism, power demand side management, energy & low carbon technology and economics evaluation, and has rich academic and consulting experience as well as track records in above mentioned fields.

At Present Prof. Zhou is Director and Research Professor of the Energy System Analysis Center of ERI. He is also doctoral supervisor of University of International Business and Economics. In addition, he is vice director of Energy Efficiency & Investment Evaluation Committee of Chinese Energy Research Society, expert of APEC Energy Working Group of National Energy Administration of China, member of Electricity Use & Conservation Committee of Chinese Institute of Electricity & Machinery Engineering, standing member of Energy Conservation and Emission Reduction Work Promotion Committee of Chinese Institute of Electronics, and standing member of Green Financing Branch of Chinese Society of Environment Sciences.

 

Abstract:

This presentation briefs China’s energy strategy and policies. China is the largest energy consumers in the world, and energy is of great significance for its economic and social development. As far as China’s sustainable energy development is concerned, main problems and challenges China faces are described in such aspects as energy security, energy economics, energy efficiency, energy related pollutants and greenhouse gas emission, and energy service equity. Aimed at addressing abovementioned problems and challenges as well as improving sustainable energy development level, The Chinese government formulates a comprehensive energy strategy corresponding with its own conditions, which includes four sub-strategies: priority given to energy conservation, building energy security based mainly on domestic supply, green and low carbon transformation of energy supply mix, and energy technologies innovation. In order to fulfill the ambitious energy strategy, The Chinese government figures out and implements a series of specific energy policies, including periodic energy planning, downward distribution of energy development targets and duties, energy industry policies, conducting key energy programs, fiscal incentive, price, tax, investment and financing support policies, improvement of energy market system, reinforcement of energy management, advancing energy technologies innovation, various types of energy pilot, and international energy co-operations, etc.
